The answer is testosterone. Testosterone increases hair growth on the face and body but decreases hair growth on the head. If a person has a lot of testosterone they go bald but grow beards and body hair. A male with little testosterone will do the reverese. This is why boys don't grow facial hair until puberty. Some medications for hair growth work by blocking testosterone. This makes the hair on the head grow but can also lead to impotence. God has a sense of humor.

Hair growth other than on the scalp comes about in the same way in both males and females because of
1) your body being sensitized, before you were even born, to testosterone -- doesn't happen to all girls, but does to many
2) your body producing high levels of testosterone
The growth rate and coarseness of the hair depends on just how much testosterone is circulating in your bloodstream.
If your hormone balance tends to have testosterone predominating, you're likely to have a lot of facial and body hair but to go bald.
If your hormone balance tends to have low testosterone levels but high estrogen levels, you'll tend to have a good head of hair but little facial or body hair.
Testosterone levels are the explanation for both beardless males and bearded females.
