ok, well, i have extremely fizzy hair too and im a chic.....i have to keep the layers cut and cannot grow it to one length or it will be too puffy. Try having ur hair thinned out and then use a firming gel(the one i use is smooth shine extra hold found at walmart in the black ppl hair section) and style it upwards, u can even use a difuser to dry it in place..

use a thick leave in moisturiser when hair is wet and also lots of mousse you can also get products that seperate curls

I can't help you with the spikes, but you can try some straghtening serum, or frizz-control serum (same thing). If you can afford $15, try Paul Mitchell SuprSkinny hair serum. It can only be found in salons (maybe very few grocery stores), or try Matrix Sleek.Look

Pert Plus shampoo. It works very well. Use it generously (a dot approx the size of a half dollar depending on how much hair you have), lather thoroughly and rinse.

Repeat process 3 times and blow dry (blow drying isn't really nessessary but it will give it volume and make it lighter) and you should have very wavy hair. After each washing your hair will get softer so after you finish the process you may be surprised at how soft your hair is.
